Small groups of foreign language speakers is fine. So long as they don't start forming sub-groups and things that actually need to be moderated, it's fine.

I really think it's not a problem to have other people speaking other languages. I mean, they can't help it. Or can they? But, if you are REALLY, REALLY annoyed then just ignore them by typing in /i [insert username of victim here]
